By showing who is already involved and where engagement is lacking, it provides a strong starting point for assessing a program. Hence, it facilitates evaluators not only in understanding how well a program responds to its intended populations but also in interpreting findings in context by showing how stakeholder  insights  have influenced decisions, priorities, and implementation.
