The Rigor–Relevance Nexus: Bridging M&E and Thematic Knowledge

Many assume that knowing either a thematic area or M&E alone is enough to evaluate a program. In reality, each skill alone is not enough: M&E without sector knowledge can produce technically correct but irrelevant results, while thematic expertise without evaluation skills leaves important insights unmeasured.

The primary audience for this evaluation handbook includes: Evaluation managers in European Union (EU) delegations and at headquarters, Monitoring and evaluation focal points in EU delegations, and  External evaluation teams and contractors It builds upon the Better Regulation Guidelines (European Commission (EC), 2021a) and the Better Regulation Toolbox (EC, 2023), along with other pertinent EC guidance such as the Results-Oriented Monitoring (ROM) Guidelines, the Evaluation ToR templates and guidance, and various methodological notes issued by the Directorate-General for International Partnerships (DG INTPA) and the Service for Foreign Policy Instruments (FPI). In emergency response, the quality of our data and reporting plays a critical role in how we plan, allocate resources, and respond to people in urgent need. High-quality data helps ensure our actions are informed, timely, and equitable. However, when data collection methodologies are weak or inconsistent, the consequences can be significant: - Data may not be valid, leading to unreliable conclusions. - Assessments may be inaccurate or unnecessarily repeated. - Accessible areas are often oversampled, while harder-to-reach communities are left out. - Vulnerable groups risk being excluded. - Programs may rely on assumptions rather than actual evidence.
