OECD/INFE Toolkit for Measuring Financial Literacy, Inclusion, and Well Being 2026

As the very first document to share in 2026, I want to highlight the OECD/INFE Toolkit for Measuring Financial Literacy, Inclusion, and Well‑Being 2026, which was just released today (13 Jan 2026) and is fully up to date. This updated toolkit provides a practical and comprehensive approach to assessing financial literacy, inclusion, and well‑being. National institutions can use it as is or adapt its methodology to suit their own programs and projects. 

In my view, it is more than just a technical instrument. The detailed questions and carefully structured approach offer rich insights and valuable learning opportunities for anyone seeking to better understand and strengthen financial capabilities. I believe it is a resource that can guide reflection and action, helping both organizations and individuals learn more about financial education and inclusion.

INTERSECTIONALITY WHEELS: Then and Now

Back in 2009, the Canadian Research Institute for the Advancement of Women (CRIAW-ICREF) developed the Intersectionality Wheel for their publication, Everyone Belongs: A Toolkit for Applying Intersectionality. The goal was to illustrate how various facets of discrimination and social identity come together in people’s lives. Lately, The Equality Institute has refined this model. Their version focuses on a person’s life stages, from infancy to adulthood, and shows how these stages intersect with identities like race, gender, disability, and Indigenous status, while also considering broader systemic challenges such as racism, sexism, and colonialism. Included in the 2022 publication of the UN Women and UN PRPD Intersectionality Resource Guide and Toolkit, this version highlights that a person’s experiences are ever-changing and never fixed. In emergency response, the quality of our data and reporting plays a critical role in how we plan, allocate resources, and respond to people in urgent need. High-quality data helps ensure our actions are informed, timely, and equitable. However, when data collection methodologies are weak or inconsistent, the consequences can be significant: - Data may not be valid, leading to unreliable conclusions. - Assessments may be inaccurate or unnecessarily repeated. - Accessible areas are often oversampled, while harder-to-reach communities are left out. - Vulnerable groups risk being excluded. - Programs may rely on assumptions rather than actual evidence.
